What program is Tools/Applications/Paint Program looking for? It doesn't call mspaint.exe or paint.exe.

It's looking for the program that is associated with the extension "bmp" on your computer.

.bmp was associated with 'Windows Picture and Fax Viewer' which didn't open. Nevertheless, mspaint when associated does.
